But the utility still wants financial guarantees from Illinois lawmakers. And a lot of people are opposed to that. Exelon unveiled its latest plan yesterday after Governor Rauner turned a thumbs-down to a massive rate hike earlier in the week. Negotiations are on-going in Springfield, but no one is guessing when or if they’ll reach an agreement.
