Bloomington Downtown Task Force: Knock Down an Old Parking Ramp, Build a New Library?

If the City of Bloomington knocked down an old parking ramp and put in its place a new library and a public transportation transfer station, would it be enough to draw you back to the downtown area?  The Downtown Bloomington Task Force has been looking for a “catalyst” project and they are showing support for this particular plan that would tear down the parking ramp at Market Street to make way for the proposed pair of buildings.
