Gov. Bruce Rauner has signed a $38.5 billion budget for fiscal year 2019 into law in a press conference Monday. The bipartisan budget uses money from 2017’s income tax increase, but does not further raise taxes. The budget also includes pension reform expected to save roughly $445 million this year, an adoption tax credit, and money to construct a new veteran’s home in Quincy. This budget comes after a two-year budget stalemate ended last summer with a bipartisan override of the governor’s veto. Last year’s budget also contained a permanent income tax hike.
