Illinois is saying thanks, but no thanks to the state of Michigan’s offer of eight million-dollars to help pay for barriers on the Illinois River to keep Asian carp out of Lake Michigan. Governor Rauner last week sent a letter to Michigan’s governor, declining that state’s offer saying the money would come too late to do any real good.
