The town of Normal could stick the artists of a popular mural on the side of an Uptown Circle building with the bill if officials conclude they legally have to move the artwork rather than destroy it to make way for a planned new building. The Pantagraph reports some of artists who contributed to the mural questioned whether their work is protected under federal law. The town still plans to move the art someplace else, but it may charge the small business backing the mural as much as $80,000 to get it done, pending City Council approval.
