A union lobbyist who worked only one day as a substitute teacher is entitled to a pension. The state Supreme Court ruled yesterday that David Piccioli is guaranteed public pension benefits under the state constitution. Piccioli met the requirements set forth by state law because he earned a teaching certificate, worked as a sub in a Springfield elementary school, and paid 193-thousand to TRS for contributions he owed for the previous ten years. The move frustrated lawmakers attempting to close a 134-billion dollar gap in the state’s pension system.
