It’s a done deal. The Bloomington City Council approved a contract Monday night without dissent with AFSCME Local 699. The agreement ends the city’s sick-leave buyback program for employees. City Manager Tim Gleason says Bloomington has a large group of employees set to retire within the next decade. Under the old sick-leave buyback program, that practice would have cost the city between $10 million and $12 million.
