The McLean County Board voted 12-8 Thursday night to table a motion to implement the Restore Heart of Illinois Plan, which would have allowed some businesses to reopen earlier than under the governor’s Restore Illinois plan.
Board members that opposed to implementing the Heart of Illinois Plan referred to a memo from and a statement by McLean County Health Department Administrator Jessica McKnight, who said, “The health department does not have the capacity to fulfill our role in the implementation.”
