Tonight the Normal Town Council will consider a resolution authorizing a contract with Hoerr Construction, Inc. for the 2022 Sanitary Sewer Lining Contract in the Amount of $790,000. Hoerr Costruction submitted the lowest responsible bid for the installation of cured in place lining.
These installations are in conformance with the Sanitary Sewer Master Plan Normal approved in 2017. That Master Plan included a five year capital improvements plan.
Hoerr has a history of videoing and lining sewer pipes with Normal.
Hoerr is the same company that is lining pipe for Bloomington.
As in Bloomington, Hoerr, of Goodfield, IL, outbid Insituform, of Chesterfield (St. Louis), MO. Hoerr’s low bid was $72,300 less that Insituform’s.
Plans for the project were developed by Crawford Murphy and Tilly (CMT). CMT is out of Springfield, Illinois and has a Peoria, Illinois office as well as many others across the Mid-west. About 14,000 lineal feet of pipe will be lined as part of this projects. Significant locations are Ft. Jesse Rd. from Towanda Road to Veteran’s Blvd. as well as locations on Main St. and Fell Dr.
Normal believes they saved money on the project because the bids came in lower than expected due to their allowing 365 days for the contractor to substantially complete the project instead of the typical 120 days.
While 120 days would make sure the project was completed by winter, contractors are especially busy this summer.
This is a result of American Recovery Plan Act (ARPA) funding which flooded the market with potential revenue allowing contactors to be more selective on which projects to bid on and has led to higher costs.
By allowing longer to complete the contract contractors were able to bid lower because they don’t expect to be as busy this winter.
The Normal City Council meets at 7 p.m. at City Hall on the 4th Floor.
