The Bloomington City Council is being asked to approve a $5.2 million contract with Rowe Construction on Monday night for the 2023 General Resurfacing Project.
Rowe Construction is a division of United Contractors Midwest (UCM). According to their website, “UCM was created in June 2001 with the combination of R.A. Cullinan and Son (Est. 1913) from the Peoria area, Freesen (Est. 1946) and Illinois Valley Paving (Est. 1963) from the Springfield area, and Rowe Construction (Est. 1926) from the Bloomington/Normal area.”
The Bloomington City Council approved a resolution on May 9, 2022, waiving the technical bidding requirements for this contract and authorizing direct negotiations with Rowe Construction since that company has been the sole bidder on this annual contract for over 5 years.

The General Resurfacing Project s an annual project. Resurfacing a street may include milling off the existing surface, spot repairs, and adjusting manholes. Many streets will receive two layers of new hot mix asphalt.
Notable streets that will be resurfaced include; McCarthur Ave. from Morris Ave. to Main St., E. Jackson St. from McClun St. to Vales St. and McLean St. from Washington St. to Oakland Ave.
The contract is expected to be completed by August 31, 2023.
Data on City of Bloomington streets is managed in a Geographic Information System (GIS) by the Engineering Division of the Public Works Department. The condition rating, along with other information, is used to help determine which streets will be resurfaced each year.
