The City of Bloomington is pleased to announce the appointment of Sue McLaughlin as the new second Deputy City Manager. McLaughlin brings with her a wealth of experience in municipal management, having most recently served as the City Manager for Farmer City, Illinois.
McLaughlin’s extensive career in city management includes serving as the Interim Assistant City Manager for Bloomington, IL, in 2014. Her broad experience in municipal governance is further demonstrated by her tenure as City Manager for Lincoln, IL; Mattoon, IL; North Aurora, IL; and Byron, IL. “We are thrilled to welcome Sue McLaughlin back to Bloomington,” said City Manager Jeff Jurgens. “Her proven leadership and extensive experience in municipal management make her an invaluable addition to our team. We are confident that her expertise will greatly benefit our community.”
Jurgens said, “In addition to her extensive experience, Sue’s passion for the city truly helped set her apart from the other applicants. As a current resident of Bloomington, she already knows and loves this community. I had the privilege of working with Sue when she served previously as the Interim Assistant Manager. Her work ethic and expertise were impressive, and I am excited to bring her back with so many large projects underway within the city.”
In her new role with the city, McLaughlin will be responsible for overseeing various departments and initiatives, ensuring the efficient delivery of services to Bloomington residents, and supporting the City Manager in strategic planning and operations. Part of this oversight will include Public Works, Parks & Recreation, as well as the Department of Operations & Engineering Services.

I am excited to collaborate with city staff, the City Council, and our residents to enhance our community’s quality of life and drive positive change.”
Her first day with the City will be Monday, August 19, 2024.
