(The Center Square) – A global biopharmaceutical company has announced it will invest $1.5 billion for a new manufacturing facility in Bradley, but the taxpayer cost of the project is unknown.
On Monday, CSL announced the investment at its Kankakee County campus to increase production capacity for plasma-derived therapies. According to the company, the expansion is expected to be operational by 2031.
Gov. J.B. Pritzker was asked about CSL receiving over $200 million in tax incentives.
“That’s over a long period of time, I just want to be clear. In a project of $1.5 billion, and this is important for you to recognize, the amount of investment that they’re putting in is enormous,” Pritzker said.
According to the governor’s office, CSL’s tax incentive deal with the state is still in the process of being finalized.
Pritzker said the benefit to Illinois is greater than CSL’s investment.
“Think about all the salaries and all the spending and all the people who move here and will buy a new home,” the governor said.
The project is expected to create 300 new full-time jobs.
State Sen. Patrick Joyce, D-Essex, said he is proud that the state is making the investment.
“We aren’t just celebrating jobs and buildings. The end result is more lives are improved through these therapies,” Joyce said.
CSL said the expanded facility will increase the company’s ability to produce life-sustaining, plasma-derived therapies.
CSL Behring LLC gave Joyce’s campaign committee a $2,500 donation on Nov. 18, 2025.
The company gave a $2,500 contribution to the committee for state Rep. Jackie Haas, R-Kankakee, in 2024.
CSL Behring reported $5.5 billion in total revenue in the second half of 2025 with CSL’s balance sheet including net assets of $20.5 billion.
State Sen. Andrew Chesney, R-Freeport, said Pritzker rolls out the red carpet for people with the right connections.
“If you’re big, if you’re politically connected, you’re gonna get a deal in Illinois. Think of the electric car companies, the data centers, the Chicago Bears now get a deal,” Chesney said at a news conference in Springfield on Feb. 26.
