41-year-old Cynthia Baker of Normal pleaded not guilty to all counts, including murder, in the death of her 8-year-old stepdaughter in January. Baker is accused of kicking the child so hard that her intestines were breached. The child was life-flighted to a Peoria hospital, where she died on January 26. DCFS acknowledged the agency became involved in the child’s welfare in 2014. The agency said it is working to review its practices, policies and procedures. Prosecutors have also filed 10 misdemeanor charges against Baker that outline a pattern of abuse leading up to the girl’s death.
