Central Illinois is moving forward with a reopening plan separate from what is in place at the state level.
The multi-phase Heart of Illinois plan includes opening bars and restaurants in only a few days at 50-percent capacity. Phase Two allows the eating and drinking establishments to open at 75-percent capacity, and phase three allows for full operations.
Some businesses fear losing their licenses if they reopen against the state order.
