A domestic violence incident Monday afternoon in Bloomington turns deadly for a woman. 50-year-old Monroe Elbert was arrested Monday on initial charges of aggravated battery of a child and murder. Formal charges have not yet been filed, but are expected later Tuesday or Wednesday. No information on the child has been released by police. The victim’s name is being withheld until family can be notified.
