Charges have been dropped against the former general manager of Central Illinois Arena Management. A judge granted a motion to dismiss 13 theft charges against Bart Rogers, whose firm once managed the city-owned US Celluar Coliseum, citing legal technicalities. However, the charges could be refiled at a later date. Rogers’ attorney argued in March that the charges fell outside the 3-year window of the statute of limitations for theft charges and that some charges lacked sufficient detail to tie Rogers to the criminal activity. Five defendants in all were charged in September in a total of 111 indictments involving financial misconduct by former officials.
